Before the riots, Trump delivered a fiery speech to his supporters, who subsequently marched on the Capitol and attacked him in an attempt to stop the certification of Joe Biden as president.
The report argued that Trump was responsible for the attack and recommended that he be barred from the charge. The January 6 committee has referred Trump to the Justice Department on charges including insurrection.
