The United States Senate unanimously approved the Law for the Prohibition of Operations and Leases with the Illegitimate Authoritarian Regime of Venezuela (BOLÍVAR) for Senator Rick Scott.

The legislation prohibits federal agencies from doing business with anyone who supports the Maduro’s oppressive regime. The bill had been unanimously approved by the Senate Committee on Homeland Security and Government Affairs of the United States in March 2021.

the BOLIVAR Law is cosponsored by the senators Jacky Rosen, Marco Rubio and Thom Tillis.

“We all know what Nicolás Maduro is doing in Venezuela. He’s starving their own citizens. It is jail your political enemies. It is providing a foothold for Russia, Iran, Communist China and Hezbollah and it is actively destabilizing our hemisphere. There is no reason the US government should work with companies that also work with a dictator so disgusting,” said Rick Scott.

• Prohibits federal agencies from awarding US government contracts to companies doing business with the Maduro regime.

o The ban would only apply to contracts entered into after the enactment of the bill and would not affect any business with the legitimate elected government of the National Assembly and its elected successors.

• Provides for the necessary exceptions, including for the provision of humanitarian aid, disaster relief, and when the Office of Foreign Assets Control issues a valid license to do business in Venezuela.

• Allows the Secretary of State to remove the restriction when it is in the national interest of the US.
